Main place of delivery: Principally to the ESPO Distribution Centre, Leicester and when required, to the respective CBC Distribution Centres for Hampshire, Hertfordshire and Kent County Councils. Delivery of certain items may also be required direct to individual establishments, principally in the geographical areas served by ESPO, and when required, the areas served by CBC and those of other UK public sector bodies. The latter will include Local Authorities, Educational Establishments, Police and Emergency Services, NHS Bodies, and their Agencies and also registered charities.
Maximum number of participants to the framework agreement envisaged: 22.

Tenders are invited for the supply and delivery of a wide range of sports equipment. Items required include badminton rackets and shuttlecocks; basketballs; football tables; footballs - training and match quality and accessories; sports drinking bottles; air hockey tables; hockey balls, sticks and goalkeeper equipment; netballs - training and match quality; pool and snooker tables; rugby balls - training and match quality, tag rugby belts, tackle equipment and post protectors; table tennis tables, balls, bats and posts; storage trolleys for sports equipment; volleyballs - training and match quality. The Supplier agrees that there shall be no discrimination by it against any person with respect to opportunity for employment or conditions of employment, because of age, culture, disability, gender, marital status, race, religion or sexual orientation. The Supplier shall in all matters arising in the performance of the Agreement comply with the provisions of the Sex Discrimination act 1975 and the Disability Discrimination Act 1995 and any regulations made there under. The Supplier shall in all matters arising in the performance of the Agreement comply with the provisions of the Employment Equality (Age) Regulations 2006. The Supplier must comply with the provisions of the Race Relations Act 1976 and the Race Relations (Amendment) Act 2002 and shall ensure that they perform their responsibilities under this Agreement with due regard to the need to eliminate unlawful racial discrimination, and to promote equality of opportunity and good relationships between different racial groups.

VI.4.1) Body responsible for appeal procedures:
VI.4.2) Lodging of appeals:
Precise information on deadline(s) for lodging appeals: ESPO, and on behalf of CBC, will incorporate a minimum 10 calendar day standstill period at the point information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such information should be required from the address stated in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.
